-3- <br /> <br /> 3. Airport reference point means the geographic center of an <br />airport, as identified in the airport layout plan for each airport. <br /> <br /> 4. Change includes, but is not limited to, changes in the type, <br />location, intensity, and extent of land and water use. <br /> <br />5. Implementation program means the implementation program <br />required by the land planning act, at Minn. Stat. 473.859, Subd. 4, <br />(1978). <br /> <br /> 6. Land Planning Act means Minn. Stat. 473.851-473.852 and <br />Minn. Stat. 473.175 (1978). <br /> <br /> 7. Metropolitan interchange means the physical means by which a <br /> metropolitan transportation facility is accessed and connected to <br /> other metropolitan facilities and/or elements of the local <br />Otransportation system. <br /> <br /> 8. Principal or intermediate arterial means a principal or <br /> intermediate arterial as these terms are defined in Table 12 and 13 of <br /> the Metropolitan Council's Transportation Development Guide/Policy <br /> Plan. <br /> <br /> 9. Regional recreation facility means a regional park, regional <br />park reserve, linear park, or other regional recreation facility as <br />identified in the Metropolitan Council's Recreation Open Space <br />Development Guide/Policy Plan. <br /> <br /> 10. Rural Service Area means that area identified in a local <br />comprehensive plan prepared under the land planning act that is not <br />planned to receive urban services, including central, sewer and water <br />services, before 1990. <br /> <br />IV. REVIEW PROCEDURES <br /> <br /> 1. After consideration of the amendment but before final <br />approval, the governing body simultaneously shall transmit a copy of <br />the proposed amendment to the Metropolitan Council and to adjacent <br />governmental units and affected school districts. The transmittal <br />letter to the Council shall contain an affidavit of mailing <br />identifying the adjacent governmental units and affected school <br />districts notified of the proposed amendment. <br /> <br /> 2. Adjacent governmental units and affected school districts <br />shall have 30 days from receipt of the proposed amendment in which to <br />notify the Metropolitan Council and the proposing unit of government <br />of their intent to review and comment upon the proposed amendment. <br />Failure to submit a notice of intent to review and comment within the <br />time limit herein specified constitutes a waiver of the right to so <br />review and comment. <br /> <br /> <br />
