The March 8 memorandum covers "Ramsey planning issues."

Response to the two memoranda will addmess the plan components prepared by CED
and will point out planning and implementation documen%S that may have been
overlooked in the review.

March 7, 1979 Memorandum - "Informal Review of Existing Ramsey Planning Documents"

Land Use Plan - Airport Issue: Under Land Use Plan, the March 7 memorandum states
that new airport considerations should not be included in the Comprehensive Plan
until the entire airport planning process is completed. Since it is unlikely that
the airport planning process will be completed before the deadline for completion
of the city's Comprehensive Plan, we believe that it is appropriate to include air-
port considerations in the Comprehensive Plan, regardless of the status of the air-
port planning process, as long as a potential new airport is under consideration.
If it is omitted from the Comprehensive Plan and the airport planning process is
completed, it can be expected that the Metro Council staff would find the airport
plan in conflict with the Comprehensive Plan.

keith caswell jr.
