p.o. box j. osseo, minnesota 55369 un (612) 425-2181

civil
municipal
planning
environmental
land surveying
geotechnics

Mr. Lloyd Schnelle
April 11, 1979
Page Two

Public Facilities Plan - Comprehensive SeWer Plan

The comments in the March 7, 1979 memorandum relating to the Comprehensive
Sewer Plan deals entirely with "plan content requirements expected to be
adopted as part of the Metropolitan Council's 208 Areawide Plan Development
Guide for Water Quality Management." The Ramsey Comprehensive Sewer Plan
was completed in September 1978, therefore the requested additional infor-
mation cannot be "included in the ex~.s~ing Ramsey Comprehensive Sewer Plan"
as suggested in the March 7, 1979 memorandum. It is suggested, however, that
the following information be forwarded to the Metropolitan Council in response
to that request:

"Desired timing (and justification) for metropolitan sewer service from
the west leg of the Anoka segment, of the CAB Interceptor."

The most critical problem that creates an immediate need for the west leg of the
CAB Interceptor is the on-site system serving the Anoka Vocational-Technical
Institute located on the Anoka side of the Anoka-Ramsey boundary. It has been
Anoka's inability to serve this institution that has progressed the Anoka por-
tion of the CAB Interceptor to its current status and it will undoubtedly be
the primary justification for timing of that leg of the Anoka Interceptor. There
are numerous commercial establishments and a mobile home park adjacent to T.H. 10
in Ramsey using on-site systems in a densely developed area. While these systems
appear to be functioning from the Standpoint of conveying sewage out of sight,
it is highly probable that these systems are deteriorating the ground water
quality in the area. Most of these systems have been in use for more than 15 years.
An on-site system serving a manufacturing plant located at the intersection of
Industry Boulevard and Sunfish Lake Road has been reconstructed because of failure
of the initial system.

"Desired timing (and justification) for the second Ramsey connection ---"

The Ramsey sewage collection system is divided into a system that will serve the
area that drains to the Mississippi River (to be served by the "west leg") and

keith caswell jr. ~] darrell schneider tJ richard sha

: '_ .:, .~ . ~ r;
