Ramsey has set aside an urban planning area in its extreme <br />southeast corner which is intended to receive urban services when and to <br />the extent that they will be available. <br /> <br />In the absence of sanitary sewer service in that area at this time and with- <br />out a reasonable estimate as to when service will be available, developers <br />have been reluctant to invest in either,long-range or temporary on-site <br />sewage disposal facilities. <br /> <br />As a result of these planning uncertainties, Ramsey is witnessing rapid <br />development on one and two and one-half acre lots outside the urban planning <br />area and virtually no development in the urban planning area-precisely the <br />kind of leap frog development that the City and the Metropolitan Council are <br />attempting to avoid. <br /> <br />In view of this situation it would appear that Ramsey will not be able to <br />justify the extension of the "second Ramsey connection" until on-site systems <br />outside the urban planning area beg~n to fail, unless the Metro Council's <br />current policies on interceptor extensions are changed.
