4) Preliminary Plat Approval <br /> <br />a) <br /> <br />The subdivider shall submit a Preliminary Plat of the <br />area to be subdivided prepared by a registered land <br />surveyor. <br /> <br />The subdivider shall submit 5 copies of the Prelimin- <br />ary Plat to the Zoning Officer 30 days prior to the <br />Planning Commission meeting for City Staff review. <br />The subdivider shall also submit to the Zoning Officer <br />10 additional copies (or one 8 1/2" x 11" reduction) at <br />the same time for distribution of the Planning Commission <br />prior to the meeting. The application shall receive a <br />copy of the Staff report when copies are distributed to <br />the Planning Commission. <br /> <br />c) <br /> <br />The City Staff shall review the Preliminary Plat and <br />shall transmit a report with their comments together <br />with any supporting material to the Plao~ning Commission <br />prior to the meeting. <br /> <br />d) <br /> <br />Payment of a fee as determined by resolution of the City <br />Council which is commensurate with the cost of process- <br />lng this application. <br /> <br />e) <br /> <br />The Planning Commission may require qualified technical <br />services to review the Preliminary Plat and advise on <br />its suitability regarding general planning; conformity <br />with plans of other private and public organizations <br />and agencies; adequacy of proposed water supply, sewage <br />disposal, drainage and flood control, and other features. <br />The subdivider shall be required to pay the cost of such <br />services. <br /> <br />f) <br /> <br />The Planning Commission shall review the Preliminary <br />Plat, considering the reports of the City staff and <br />other technicians, if applicable, and shall either re- <br />ject, or approve the proposal within a reasonable time <br />of submittal to the Zoning Officer. Prior to the approval <br />of a plat by the Planning Commission and referral to the <br />City Council a public hearing shall be held. Notifi- <br />cation of the hearing shall be placed in the official <br />newspaper at least ten (10) days before the day of the <br />hearing. If the plat is disapproved by the Planning <br />Commission, they shall set forth the grounds for such <br />refusal in its proceedings and shall transmit them to <br />the subdivider and City Council. The City Council shall <br />make the final determination on approval/disapproval of <br />the plat. <br /> <br />g) <br /> <br />All plats shall be submitted to the City Council for <br />final approval within six (6) months of preliminary <br />plat approval.
