Experience <br />would suggest that the greatest potential for problems exists in the older, <br />densely developed areas of the City, suchas the extreme southeast corner of the <br />City. It can be expected that the percolate from on-site systems is feeding <br />nutrients into the ground water continuously throughout the City. The extent to <br />which this affects the ground water quality is not known. <br /> <br />In the case of the Urban Planning Area, sanitary sewer service is planned as <br />an initial urban service and not as a response to sewage disposal problems. <br /> <br />"Identification of areas unsuitable for on-site systems." <br /> <br />Chapter 170.04, the Soils chapter of the City COde is appended to the Comprehensive <br />Sewer Plan. This ordinance addresses 'the entire issue of soil suitability and the <br />basis for controlling subdivision of land to prevent construction of on-site <br />systems in unsuitable soils. <br /> <br />"Minimum design standards for con~rot of inflow/infiltration into the <br />local sewer system." <br /> <br />Sanitary sewer service is not expected 'before 1984.
