"Other sewer issues" <br /> <br />The memorandum states that the sYstem should be designed for its <br />ultimate service function and~should not contemplate storage and <br />off-peak pumping. <br /> <br />Where was the author of that comment when capacity was allocated to Ramsey in <br />the CAB Interceptor design? With specific allocations of capacity in the Metro <br />facilities downstream, there are no planned MWCC facilities to accommodate more <br />flow than Ramsey's proposed system is designed to accommodate. <br /> <br />The possible need for off-peak storage and=pumping is created by the Metro <br />Council and MWCC capacity allocation --not by Ramsey's design. <br /> <br />"The 70 gallons per person per day flow assumption. It is felt that <br /> flow should be increased to reflect-Potential inflow-infiltration or <br /> that an additional infiltration factor'should be used in determining <br /> system sizing." <br /> <br />With the downstream capacity established by theMetro Council and MWCC, the only <br />purpose for any per capita flow assumption is estimating the areas that can be <br />served by the available capacity. The '70 gallon per capita per day is consistent <br />with metered flows from new systems serving similar communities in this area <br />including infiltration/inflow. <br /> D. "Size of the proposed commercial area in the urban planning district." <br /> <br />The thrust of the issue is that the commercial area is likely to over- <br />load T.H. 47. <br /> <br />If it is assumed that T.H. 47 will never be upgraded, the issue is well taken. <br />If T.H. 47 is never to be upgraded, however, its capacity will be exceeded by <br />Ramsey's projected population, regardless of the location or size of Ramsey's <br />commercial area.
