Implementation Program (see Plan Content Guidelines for detailed requirements) a. Description of Official COntrols (Urban Planning District Report) 1. Zoning and Subdivision: There should be a description of the main features and provisions of the city's proposed zoning and sub- division regulations, and there should be a schedule for preparing and adopting them. State regulations that would be applied to the Gateway North Industrial Airport should also be discussed. 2. Environmental Regulations: Regulations to protect environmentally sensitive areas identified in the land use element of the compre- hensive plan should be briefly described. A schedule for the pre- paration and adoption of the regulations should also be provided. A detailed description of proposed regulations for managing on-site sewer systems should be included, and a schedule for their prepara- tion and adoption should be provided. b. Capital Improvements Program (none currently prepared) A capital improvements program addressing at least those road, sewer and park projects recommended by the public facilities plan for the next five years should be included. The program should describe each improvement and its cost, when the improvement will be made, how the improvement will be financed and the financial impact of the improvement on the city's financial condition. c. Housing Implementation Program A housing implementation program should be included which indicates how the housing element of the plan will be carried out. The Plan Content Guidelines and the review criteria in the Housing chapter of the MDG should be followed.
