-6- <br /> <br />Public Facilities Plan (Cont.) <br /> <br />Description of the type and extent of cooperation occurring <br />between the city and other jurisdictions (such as the school <br />district) in satisfying idenfied local park needs. <br /> <br />Implementation Program (see Plan Content Guidelines for detailed requirements) <br />a. Description of Official COntrols (Urban Planning District Report) <br /> <br />1. Zoning and Subdivision: There should be a description of the main <br /> features and provisions of the city's proposed zoning and sub- <br /> division regulations, and there should be a schedule for preparing <br /> and adopting them. State regulations that would be applied to the <br /> Gateway North Industrial Airport should also be discussed. <br /> <br />2. Environmental Regulations: Regulations to protect environmentally <br /> sensitive areas identified in the land use element of the compre- <br /> hensive plan should be briefly described. A schedule for the pre- <br /> paration and adoption of the regulations should also be provided. <br /> <br />A detailed description of proposed regulations for managing on-site <br />sewer systems should be included, and a schedule for their prepara- <br />tion and adoption should be provided. <br /> <br />b. Capital Improvements Program (none currently prepared) <br /> <br />A capital improvements program addressing at least those road, sewer <br />and park projects recommended by the public facilities plan for the <br />next five years should be included. The program should describe <br />each improvement and its cost, when the improvement will be made, how <br />the improvement will be financed and the financial impact of the <br />improvement on the city's financial condition. <br /> <br />c. Housing Implementation Program <br /> <br />A housing implementation program should be included which indicates <br />how the housing element of the plan will be carried out. The Plan <br />Content Guidelines and the review criteria in the Housing chapter <br />of the MDG should be followed.
