METROPOLITAN COUNCIL
Suite 300 Metro Square Building, St. Paul, Minnesota

55101

MEMORANDUM

March 8, 1979

SUBJECT:

TO: City of Ramsey CC: Jim Barton
Bob Mazanec
FROM: Lee Starr
Local Planning Assistance Staff

Ramsey Planning Issues

During the informal review of existing Ramsey planning documents several
potential issues of Metropolitan Council concern were identified. Some of
these issues were also identified during the previous Metropolitan Council
review of the Ramsey Urban Planning district report in 1977. The identified
issues represent matters of Metropolitan Council staff concern in terms of
possible inconsistencies between Ramsey's existing plans and the Development
Framework, and the 208 Water Quality Management Plan. Ramsey should be aware
of these issues as planning under the Land Planning Act is completed. It is
hoped that through continued dialogue between Ramsey and Metropolitan Council
staff that these issues may be resolved.

A. Site of the city's 1990 urban service area

The Ramsey Urban Planning District report indicates a 1990 urban service
area of about 2.9 square miles. The report also shows an adjacent industrial
area of 2.5 square miles and a business area of approximately .4 square miles
along Highway lO just west of Anoka. Although the report does not specifically
indicate the timing of urban development in the industrial and commercial
areas, sewer service scheduling in the city's Comprehensive Sewer Plan indi-
cates these areas may be expected to urbanize before 7990. Analysis of the
Comprehensive Sewer Plan indicates the following population or population
equivalents and associated average sewage flows from these areas.

CSP Population Average
Sewer (population Sewerage
District Size equivalent) Flow
1990 Urban A 2.2 sq.mi. 7724 (10,144) 1.25 MGD
Planning District B (part) .67 sq.mi. 3839 .27 MGD

Industrial Area I&J (part)

2.5 sq.mi. (27,980) 1.96 MGD

Highway lO
Commercial Area

I&K (part) .42 sq.mi. (5,420) .38 MGD

5.79 sq.mi. 11,563(55,107) 3.86 MGD

Thus it appears that Ramsey is planning a 1990 urban development area of
5..8 square miles with a residential population of 11,563 generating .81MGD
ofsewage flow, and industrial and commercial development generating 3.05 MGD
of flow.
