METROPOLITAN COUNCIL <br />Suite 300 Metro Square Building, St. Paul, Minnesota <br /> <br />55101 <br /> <br />MEMORANDUM <br /> <br />March 8, 1979 <br /> <br />SUBJECT: <br /> <br />TO: City of Ramsey CC: Jim Barton <br /> Bob Mazanec <br />FROM: Lee Starr <br /> Local Planning Assistance Staff <br /> <br /> Ramsey Planning Issues <br /> <br />During the informal review of existing Ramsey planning documents several <br />potential issues of Metropolitan Council concern were identified. Some of <br />these issues were also identified during the previous Metropolitan Council <br />review of the Ramsey Urban Planning district report in 1977. The identified <br />issues represent matters of Metropolitan Council staff concern in terms of <br />possible inconsistencies between Ramsey's existing plans and the Development <br />Framework, and the 208 Water Quality Management Plan. Ramsey should be aware <br />of these issues as planning under the Land Planning Act is completed. It is <br />hoped that through continued dialogue between Ramsey and Metropolitan Council <br />staff that these issues may be resolved. <br /> <br />A. Site of the city's 1990 urban service area <br /> <br />The Ramsey Urban Planning District report indicates a 1990 urban service <br />area of about 2.9 square miles. The report also shows an adjacent industrial <br />area of 2.5 square miles and a business area of approximately .4 square miles <br />along Highway lO just west of Anoka. Although the report does not specifically <br />indicate the timing of urban development in the industrial and commercial <br />areas, sewer service scheduling in the city's Comprehensive Sewer Plan indi- <br />cates these areas may be expected to urbanize before 7990. Analysis of the <br />Comprehensive Sewer Plan indicates the following population or population <br />equivalents and associated average sewage flows from these areas. <br /> <br /> CSP Population Average <br /> Sewer (population Sewerage <br /> District Size equivalent) Flow <br />1990 Urban A 2.2 sq.mi. 7724 (10,144) 1.25 MGD <br />Planning District B (part) .67 sq.mi. 3839 .27 MGD <br /> <br />Industrial Area I&J (part) <br /> <br />2.5 sq.mi. (27,980) 1.96 MGD <br /> <br />Highway lO <br />Commercial Area <br /> <br />I&K (part) .42 sq.mi. (5,420) .38 MGD <br /> <br />5.79 sq.mi. 11,563(55,107) 3.86 MGD <br /> <br />Thus it appears that Ramsey is planning a 1990 urban development area of <br />5..8 square miles with a residential population of 11,563 generating .81MGD <br />ofsewage flow, and industrial and commercial development generating 3.05 MGD <br />of flow. <br /> <br /> <br />
