The Metropolitan Council's Development Framework anticipates a 1990 urban- <br />ized land area of about 2 square miles in Ramsey. Further, the Council's <br />208 Water Quality Plan anticipates a total 1990 population of 13,900 and a <br />1990 sewered population of 6,000 with a domestic flow of 5.7 MGD from the <br />city. The Council's plan anticipates no industrial flow from the city. <br /> <br />The disperity between the size of the 1990 urban area anticipated in the <br />Ramsey Urban Planning District report and the general scale of urban <br />development anticipated in the city by the Development Framework was raised <br />in the 1977 Metropolitan Council review of the city's Urban Planning District <br />report. This is a significant issue which should be addressed as Ramsey <br />completes required planning under the Land Planning Act. <br /> <br />This issue may be directly related to the following issue concerning the <br />timing of metropolitan sewer service to Ramsey. Potential resolution of the <br />issue may be linked to a reevaluation of the timing and staging of development <br />within the city's urban service area through 1990. That is, the size of the <br />area may remain the same, but the sequencing of growth within it may have <br />to be adjusted back to more closely reflect the anticipated level of metro- <br />politan sewer service that will be provided through 1990. <br /> <br />B. The timin~ of metropolitan sewer service to the city <br /> <br />Because of ongoing 201 Facilities Planning Studies, the exact date when <br />metropolitan sewer service will be provided to Ramsey is not currently known. <br />Ramsey is frustrated because of this ambiguity regarding service. Ramsey <br />is also somewhat perplexed by language in the 208 Water Quality Management <br />Plan regarding a second metropolitan sewer service common to the city (in <br />addition to the planned connection at the western border of Anoka) which says: <br /> <br />"1981-84 Construct the second connection to Ramsey in accordance with the <br /> timing as outlined in the city's approved comprehensive plan.TM <br /> <br />The city seems to feel that they cannot effectively plan without knowing <br />more about the timing of metropolitan sewer service. <br /> <br />Realities of ongoing 201 planning make it impossible to pr6vide Ramsey with <br />any more definitive direction on metropolitan sewer service than is currently <br />contained in the 208 Water Quality Management Plan at this time. This plan <br />indicates the following: <br /> <br /> The alternative providing service to Ramsey should be constructed in the <br /> 1981-84 time period. Assuming the 201 study will not identify a preferred <br /> sewer alternative until 1980, one year to obtain grants to design and <br /> build the alternative, one year for plans and specifications and two years <br /> to construct the selected alternative (either the CAB interceptor or an <br /> expanded Anoka plant)--it will probably be 1984 when metropolitan sewer <br /> service will be available. It would appear reasonable that the second <br />'~Ramsey connection could be provided concurrently with the selected <br /> alternative in 1984. <br /> <br /> <br />
