Anoka, Minnesota 55303 Dear Mr. Schnelle: We are delivering herewith twenty-five copies of the updated Comprehensive Sewer Plan for the City of Ramsey. In view of the Metropolitan Council's conditions for placing Ramsey's second sewage disposal outlet in the Development Program, a departure from the procedures pre- scribed by the Land Planning Act has been requested by the Council staff. Instead of combining the Comprehensive Sewer Plan with the other elements of the mandatory plans and submitting them together for adjacent community review when the other elements are completed, it has been requested that at least four copies of the Comprehensive Sewer Plan be submitted immediately to the Metropolitan Waste Control Commission as an "Interim" Comprehensive Sewer Plan for that agency's approval and for the Metropolitan Council's review and comment, This will give the MWCC an early opportunity to determine whether there are conflicts between the Ramsey CSP and the plans for the Anoka portion of the CAB Interceptor. It will also supply the Metrepolitan 6ouncil with the planning documentation it needs to approve those CAB plans and to initiate the incorporation of the second Ramsey connection into the Development Program. At such time as the remaining elements of the mandatory plans are complete the word "interim" can be removed and the Comprehensive Sewer Plan can be combined with them for the adjacent community review.
