· ° \ <br /> <br />300 Metro ~quare ~uilding, 7th Street and P, obert Street, Saint Paul, Minnesota 55101 Area 612, 291-6359 <br /> <br />April 22, 1977 <br /> <br />The Honorable Arnold Cox <br />Mayor of Ramsey <br />17705 Nowthen Street <br />Anoka~ Minnesota 55303 <br /> <br />Dear Mayor Cox: <br /> <br />The staff of the Metropolitan Council has completed its review <br />and assessment of the City O~ Ramsey~s existing plans and <br />regulations for consistency with the Mississippi River Corridor <br />Critical Area standards and guidelines, The staff has also <br />reviewed the Department of Natural Resources (DNR) Scenic and <br />Recreational River Management Plan which overlays the Ramsey <br />and Dayton segments of the Critical Area Corridor. Under the <br />Executive Order No. 130 [amended), which designated the Critical <br />Area, the DNR plan is to be consistent with Critical Area stan- <br />dards and guidelines. The staff finds that the DNR plan is not <br />adequate to serve as the Critical Area plan for Ramsey and Dayton <br />and additional planning is necessary. It is our understanding <br />that many of the requirements of the Critical Area standards <br />and guidelines could not be addressed by the DNR in its Scenic <br />and Recreational River Management Plan due to lack of the <br />proper authority. Further, some of these requirements are more <br />of a local interest. Therefore, the staff recommends that the <br />Ramsey plan address the deficiencies in the Management Plan with <br />the available state Critical'Area funds for planning. Ramsey <br />would include these planning~items in its application to the EQC <br />for planning funds. The EQC and Metropolitan Council will treat <br />the DNR Management Plan as a supplemental program which provides <br />easement and land acquisition benefits to the area and resource <br />information, It is our understanding that the DNR will continue <br />to use the Management Plan bUt will not require regulation <br />adoption by Dayton and Ramsey. Staff also recommends that the <br />DNR address a number of Critical Area requirements as part of <br />their overall Departmental Critical Area Plan for the total River <br />Corridor. These are also enclosed for your information. <br /> <br />Based on these assessments of the City's plans and regulations <br />and the DNR's Management Plan, the staff has prepared and attached <br /> <br />An Agency Created to Coordinate the Planning and Development of the Twin Cities Metropolitan Area Comprising: <br />Anoka County 0 ¢3ttrver County o Dakota County o I~ennepin County O 'Ramsey County O Scott County O Washington County <br /> <br /> <br />
