The Honorable Arnold Cox <br />April 22, 1977 <br />Page Two <br /> <br />preliminary Recommended Critical Area Plan and Regulation <br />Activities for your review. The recommended activities indicate <br />the major planning tasks your community should undertake to <br />modify its existing plans and regulations to be consistent with <br />the Critical Area standards and guidelines. An appendix contain- <br />ing the specific staff assessment on which the recommendations <br />are based is also included. <br /> <br />After you have reviewed the preliminary recommendations, the <br />Metropolitan Council staff, if necessary, will meet with you <br />or your staff to discuss or clarify our recommendations. <br />Following this meeting, final staff recommendations will be <br />placed on the Metropolitan Council's consent list and submitted <br />to the Minnesota Environmental Quality Council for their review <br />and approval. <br /> <br />Once the City and Metropolitan Council staffs have reached <br />agreement on the recommended planning activities, the City is <br />to prepare a detailed planning work program and application for <br />state planning funds to assist you in performing the necessary <br />work. A copy of a memorandum from Cliff Aichinger, the state <br />Critical Areas Coordinator, indicating what is to be included in <br />the application and related information is attached. The Metro- <br />politan Council staff can provide some technical assistance in <br />preparing the work program and application for state assistance <br />where local staff is not available. The application and work <br />program are to be submitted to the State Planning Agency and <br />will be reviewed with the recommendations of the Metropolitan <br />Council by the Environmental Quality Council. <br /> <br />The planning requirements of the Mississippi River Corridor <br />Critical Area are to be considered as separate from any require- <br />ments your community may have under the Metropolitan Land Planning <br />Act. However, your community may wish to coordinate these two <br />programs and has that option.. In a number of communities the <br />Metropolitan Council is recommending that these two planning <br />programs be coordinated. The need for coordination will be <br />identified in the attached Preliminary recommendations as it <br />relates to specific planning tasks or activities. <br /> <br /> Should you need further information or when you are ready to <br /> discuss these recommendations please contact Carl Schenk (291- <br /> 6410).
