METROPOLITAN COUNCIL Suite 300 Metro Square,Building, Saint Paul, Minnesota 55101 291-6359 M E M O R A N D U M August 4, 1978 TO: Physical Development Committee FROM: Environmental Planning Division Staff (Jack Frost) SUBJECT: Northwest Study Area Based on the recent meetings with the 208 Advisory Committee and the CAB Study Committee several changes are being made to thei_ original report as follows: Page 4 - The alternative to build a new facility one mile upstream has been deemed infeasible. However, in place of this alternative expansion at the existing plant should be considered further. This cost would also be somewhat less than the cost to build a new facility one mile upstream. Page 5 - Conclusion 2 should be dropped since an.environmental assessment must be done for all projects it was felt this statement was not needed. Page 6 - Recommendation should be rewritten as follows: The MWCC, as part of its 201 study, should further evaluate the effects of all viable alternatives for the Northwest Study. Area on the combined sewer system, · the metropolitan'plant and water quality. Alternatives to the CAB interceptor must be considered further before a final decisionlregarding the'Northwest Study Area is reached in order to comply with EPA guidelines for possible funding of the recommended plan. It is recommended that these changes be approved for inclusion in the original report. /mb Att.
