METROPOLITAN COUNCIL <br />Suite 300 Metro Square,Building, Saint Paul, Minnesota 55101 <br /> 291-6359 <br /> <br />M E M O R A N D U M August 4, 1978 <br /> <br />TO: Physical Development Committee <br /> <br />FROM: Environmental Planning Division Staff (Jack Frost) <br /> <br />SUBJECT: Northwest Study Area <br /> <br />Based on the recent meetings with the 208 Advisory Committee and <br />the CAB Study Committee several changes are being made to thei_ <br />original report as follows: <br /> <br />Page 4 - The alternative to build a new facility one mile <br /> upstream has been deemed infeasible. However, in <br /> place of this alternative expansion at the existing <br /> plant should be considered further. This cost would <br /> also be somewhat less than the cost to build a new <br /> facility one mile upstream. <br /> <br />Page 5 - Conclusion 2 should be dropped since an.environmental <br /> assessment must be done for all projects it was felt <br /> this statement was not needed. <br /> <br />Page 6 - Recommendation should be rewritten as follows: The <br /> MWCC, as part of its 201 study, should further <br /> evaluate the effects of all viable alternatives for <br /> the Northwest Study. Area on the combined sewer system, <br /> · the metropolitan'plant and water quality. Alternatives <br /> to the CAB interceptor must be considered further before <br /> a final decisionlregarding the'Northwest Study Area is <br /> reached in order to comply with EPA guidelines for possible <br /> funding of the recommended plan. <br /> <br />It is recommended that these changes be approved for inclusion in the <br />original report. <br /> <br />/mb <br />Att. <br /> <br /> <br />
