NORTHWEST STUDY A_REA The northwest area includes the cities of Ramsey, Anoka, Champlin and portions of Maple Grove, Brooklyn Park and Andover. There are ~wo t_reatment plants serving this area, one' in Anoka serving Champlin and Anoka and the Metropolitan Plant in St. Paul which serves the remainder of the urban area of these cities. There have been numerous previous planning reports that have dealt wi~h this area even to the extent that the Council's Waste Management Policy Plan includes a recommended project. However, as part of %he 208 plan the Council was obligated to reexamine all the alternatives previously considered based on current informati6n. New population and flow projections were developed for this are~ and a river model which could address the impacts of various discharges on the river was also developed so this reexami- nation was warranted. In regard to the Anoka interceptor which is c~rrently under design, this sewer has been assumed to be completed and this study will not look at the pros and cons of this sewer segment. Figure 1 shows the present sewer service area in ~is area for each of these facilities. Sewered population and flow projections by treatment plan~ service area are shown in Table 1. The plant currently serves the cities of Anoka and Champlin. In about 1985 it is projected that a portion of Ramsey will be sewered. Based on current flow projections for Anoka and Champlin the existing plant will become hydraulically overloaded in 1984. The existing site Ls also limited for future expansion so a new site approximately i mile upstream has been chosen for future expansion of the Anoka facility.
