Specifically, the Metropolitan Council staff
presented a memorandumat the May 22, 1978, City Councilmeeting outlining the
procedural steps that will be re~,iredrof Ramsey in order to precipitate the
planning and ultimate construction of the second. CAB interceptor connection for
Ramsey. According to that memorandum, the documentation needed from Ramsey is as
foll~s:

Expand the Urban Planning District Report to include timing and staging
of local sewer service within the 1990 urban service area. Sewer service
phasing should be consistent with Metro Council prOjected population of 6,000.
This can be accomplished by adding! exhibits to the Urban Planning District
report.

Revise Ramsey's Ccmprehensive Sewer Plan reflecting the second connection.
On the basis of verbal direction of Mr. Nereson, we have determined the
appropriate distribution of capacity between the Rum and Mississippi watershed.
areas, evaluated the impact of tb~ capacity allocations proposed for Ramsey by
the ~C consultant, questioned those capacity allocations to the MWCC staff
and received a formal con~itmant from the ~4CC staff of an increased capacity
allocation for the west connection' point. This has permitted the beginning of
the final design process for the Anoka portion of the CAB interceptor. This
has been done at a cost of $734.00~

It will be recalled that the Ramsey Comprehensive Sewer Plan includes two c~pacity
alternatives -- one providing for complete develo~n~nt of the City at an average
population d¢_nsity of nine persons per"gross acre and the otherproviding for
complete development of the City at an average density of six persons per gross acre.
The cost differential between the two levels of service was slightly greater than

keith caswell jr. u darrell schneider ~J richard sha
