Comprehensive Plan - a comprehensive plan of a local <br />governmental unit prepared, submitted and adopted pursuant to <br />Minn. Stat. 473.851-473.852 and 473.175 (1978). <br /> <br />Council - the Metropolitan Council. <br /> <br />Local Governmental Unit - has the same meaning as set forth at <br />Minn. Stat. 473.852, subd. 7 (1978). <br /> <br />Housekeeping Amendment - proposed amendment to comprehensive <br />plan that consists of editorial changes to correct typographical <br />errors or changes to clarify the meaning of and relationship <br />between plan components, or proposed amendments to elements of <br />the comprehensive plan not required by the Land Planning Act. <br /> <br />Metropolitan Syptems Plans - has the same meaning as set forth <br />at Minn. Stat· 473.852, subd. 8 (1978). <br /> <br />Private Sewer Facilities - has the same meaning as set forth at <br />Minn. Stat. 473.852, subd. 10 (1978). <br /> <br />III. PROCEDURES <br /> <br />Submission. All proposed amendments to comprehensive <br />plans, except housekeeping amendments and amendments to <br />capital improvement programs, must be submitted by the <br />governing body of the local governmental unit <br />simultaneously to the Metropolitan Council and to affected <br />governmental units and school districts, following action <br />by the planning commission, where appropriate, but: <br /> <br />a) <br /> <br />prior to final approval by the governing body of the <br />local governmental unit; or <br /> <br />b) <br /> <br />subsequent to conditional approval by the governing <br />body of the governmental unit, contingent on an <br />initial determination by the Chairman of no system <br />impact pursuant to No. 3 below or on completion of <br />Council review pursuant to No. 5 below. <br /> <br />Method of Submission. Ail proposed amendments to <br />comprehensive plans must be accompanied by an <br />"Information Submission," attached hereto as Exhibit A, <br />either mailed to the Council via "certified mail" or hand- <br />delivered to the Chairman's Office. <br /> <br />2 <br /> <br /> <br />
