METROPOLITAN COUNCIL GUIDELINES FOR REVIEWING <br /> LOCAL COMPREHENSIVE PLAN AMENDMENTS <br /> <br />I. PURPOSE~ OBJECTIVES AND SCOPE <br /> <br />The Metropolitan Land Planning Act of 7976 requires that <br />amendments to comprehensive plans of local governmental units be <br />prepared, submitted to the Metropolitan Council for review and <br />adopted in the same manner as the original plans. Minn. Stat. <br />473.864, subd. 2 (1978). The purpose of these guidelines is to <br />establish a procedure for Council review of proposed <br />amendments. Council authority to prepare and adopt these <br />guidelines appears at Minn. Stat. 473.854 (1978). <br /> <br />The guidelines contain criteria that the Council will use in <br />determining which proposed amendments are subject to a 90-day <br />review for impact on the four metropolitan systems. Within 10 <br />working days of receiving a proposed amendment, the Council will <br />make an initial determination and notify the sponsoring local <br />government as to the level of review the Council finds <br />necessary. <br /> <br />Under the guidelines, the most extensive Council review will be <br />limited to proposed amendments to local comprehensive plans that <br />potentially affect one or more of the metropolitan systems, <br />sewers, parks, airports and transportation. It is only these <br />amendments that the Council may require a local governmental <br />unit to modify, if the proposed amendment has a substantial <br />impact on or contains a substantial departure from metropolitan <br />systems plans. Minn. Stat. 473.175, subd. I (1978). Council <br />review of such amendments will take place within 90 days of <br />receipt of the proposed amendment, and the local unit may not <br />adopt or place such amendments into effect until the Council has <br />completed its review and made its final decision pursuant to <br />Minn. Stat. 473.866 (1978). <br /> <br />Proposed amendments without potential system impact will be <br />subject to a 60-day review and comment period for consistency <br />with other chapters of the Metropolitan Development Guide. The <br />local unit may adopt or put these amendments into effect before <br />the Council completes its review. <br /> <br />II. DEFINITIONS <br /> <br />Capital ~mprovement__Program - has the same meaning as set forth <br />at Minn. Stat. 473.852, subd. 4 (1978). <br /> <br />Chairman - the Chairman of the Metropolitan Council. <br /> <br /> <br />
