Ben Deemer questioned Item #3, under "Rezoning Procedure". <br /> <br />Building Official Berg said the City can't expect a developer to plat <br />before it is rezoned. <br /> <br />Site Plan Review Procedure <br /> <br />Building Official Berg said "Intents & Purposes" should be included <br />in Item #3 and also a statement stating "site plan and review procedures <br />pertain to industrial and commercial development". <br /> <br />In Item #12 the word "rezoning" should be deleted. <br /> <br />Plattin~ Procedure <br /> <br />Preliminary Plat Approval - Building Official Berg said under Item (e), <br />the words, "such as land planning and legal" should be deleted. <br />Under Item (f), it should be added that the City Cotuncil gives <br />preliminary plat approval. Under Item (g), the first sentence should <br />read, "All Final Plats shall be submitted to the City Council for <br />final approval within six (6) months of Preliminary Plat approval." <br /> <br />Ben Deemer noted the City requires a Registered Engineer to sign <br />on these. <br /> <br />Final Plat Approval - Under Item (c), the words "Planning Commission" <br />should be changed to "City Council". Under Item (d), the words <br />"Planning Commission" should be changed to "City Council". Under <br />Item (e), the words "Planning Commission" should be changed to "City <br />Council". Under Item (g), the words "60 days" should be changed to <br />"120 days". <br /> <br />Mayor Gamec said he thought it was a waste of cost to have a Registered <br />Engineer come in and sign these. <br /> <br />Ben Deemer said it cost him a lot of money to get the Engineer's <br />signature. It was more than the cost for the Registered Surveyor. <br />He thought a certified Land Surveyor is evez~y bit as qualified as a <br />certified Engineer. The one the developer has to hire to do the work <br />amounts to 10% of the cost. <br /> <br />Ron West said all that is needed is a Registered Engineer. <br /> <br />Ben Deemer said all that is needed is a Certified Surveyor. The State <br />and County only require a Surveyor. He asked why the City should <br />require an Engineer. If there are mistakes made, it goes back to the <br />Surveyor. <br /> <br />Chairman Peterson said he would have City Engineer Raatikka make some <br />comments regarding this issue at the P & Z's next meeting. <br /> <br />Environmental Permit Review Procedure <br /> <br />Under Item #6, the words "such as laud planning and legal" should be <br />deleted. <br /> <br />P & Z Special Meeting Page 2 11/18/80 <br /> <br /> <br />
