METROPOLITAN COUNCIL <br />300 Metro Square Building, Saint Paul, Minnesota 55101 <br /> <br />November 14, 1980 <br /> <br />MEMORANDUM <br /> <br />TO: Physical Development Com~ittee <br /> <br />FROM: James Uttley, Local Planning Assistance <br /> <br />SUBJECT: <br /> <br />Ramsey Comprehensive Plan Long-Term Extension Request <br />Metropolitan Council Referral File No. 9040-1 <br />Metropolitan Counci District No. 12 <br /> <br />AUTHORITY FOR REVIEW <br /> <br />The City of Ramsey has submitted a request for a long- <br />term extension to the submittal date of its comprehensive <br />plan under the terms of the Metropolitan Land Planning <br />Act. Extension requests are reviewed according to the <br />Metropolitan Council's "Policy for Extending Metropolitan <br />Land Planning Act (MLPA) Submittal Deadlines." <br /> <br />The Act says the following regarding the granting of time <br />extensions: <br /> <br />473.869 EXTENSIONS. A local governmental unit may by <br />resolution request that the council extend the time <br />for fulfilling the requirements of Laws 1976, Chapter <br />127, Sections 1 to 23. A request for extension shall <br />be accompanied by a description of the activities <br />previously undertaken by a local governmental unit in <br />fulfilling the requirements of Laws 1976, Chapter 127, <br />Sections 1 to 23, and an explanation of the reasons <br />necessitating and justifying the request. Upon a <br />finding of exceptional circumstances or undue <br />hardship, the council may, in its discretion, grant by <br />resolution a request for extension and may attach <br />reasonable requirements or conditions to the <br />extension. (1976 c 127 s 20) <br /> <br />II. REASONS FOR EXTENSION REQUEST <br /> <br />The city explains that it-has been swamped the past two <br />years with the Critical Area Study, the Wild and Scenic <br />Rivers ordinance and the comprehensive plan. It reports <br />that the city's staff is too small to react to all of <br />these planning requirements in such a short timeframe, <br />because even with a consultant there is a tremendous <br />amount of staff time required. <br /> <br />III. CURRENT STATUS OF THE PLAN <br /> <br />The city reports that the plan is complete except for the <br /> <br /> <br />
