300 Metro Square Building, 7th Street and Robert Street, Saint Paul, Minnesota 55101 Area 612, 291-6359 <br /> November 25, 1980 <br /> <br />TO: Metropolitan Area Citizens and Local Officials <br /> <br />Attached for your review is a new draft Of Metropolitan Council <br />Guidelines for Reviewing Local Comprehensive Plan Amendments. <br />The Council would like to receive your suggestions and comments <br />on the draft at its Physical Development Committee meeting on <br />December 11 at 3:00 p.m. It expects to vote December 18 to <br />schedule a second public hearing on the guidelines. <br /> <br />The guidelines are needed because the procedures used by the <br />Council and adjacent local units of government to review compre- <br />hensive plans prepared under'the Metropolitan Land Planning Act <br />would not be appropriate for plan amendments. Concerned <br />communities have also asked the Council to develop guidelines to <br />clarify the review procedures for plan amendments. The Council <br />prepared draft guidelines and held a public hearing on July 31. <br />After reviewing testimony at the hearing, the Council found that <br />substantial changes were needed in the guidelines. <br /> <br />Developing revised guidelines has not been easy; it has involved <br />an effort to balance a number of important concerns. The Council's <br />objective is to develop guidelines that do not hinder tke local <br />planning and development process, while furthering the objectives <br />of the Land Planning Act. In developing the revised draft, the <br />Council has drawn on the advice and assistance of area local <br />officials, city managers and planners, and the Association of <br />Metropolitan Municipalities. This input has been provided through <br />many informal working sessions with Council staff, testimony at the <br />public hearing and subsequent meetings of the Physical Development <br />Committee. <br /> <br />The attached draft was prepared by Council staff. It will be <br />reviewed for the first time by the Physical Development Committee <br />at its regular meeting on December 4. Further discussion will take <br />place ac the committee's December 11 and ].8 meetings. On the 18th, <br />the committee is expected to recommend a draft of the guidelines <br />to the Council for public hearing purposes, and th~ Council is <br />expected to set a hearing date. Before then, how~er, the committee <br />would like to receive your suggestions on the attar-bed draft.
