METROPOLITAN COUNCIL GUIDELINES <br />FOR REVIEWING LOCAL COMPREHENSII~E PLAN AMENDMENTS <br /> <br />I. PURPOSE, OBJECTIVES AND SCOPE <br /> <br />The Metropolitan Land Planning Act requires that amendments to <br />comprehensive plans of local governmental units be prepared, sub- <br />mitted to the Metropolitan Council for review and adopted in the <br />same manner as the original plans. Minn. Stat. 473.864, subd. 2 <br />(1978). The purpose of these guidelines is to establish a <br />procedure for Council review of proposed amendments. Council <br />authority to prepare and adopt these guidelines appears at <br />Minn. Stat. 473.854 (1978). <br /> <br />The guidelines contain criteria that the Council will use in <br />determining which proposed amendments are subject to a 90-day <br />review for impact on the four metropolitan systems. Within 10 <br />days of receiving a proposed amendment, the Council will make an <br />initial determination and notify the sponsoring local government <br />as to the level of review the Council finds necessary. Proposed <br />amendments without a potential for metropolitan systems impact <br />and without effects on other adopted Metropolitan Development <br />Guide chapters will be completely reviewed within this 10-day <br />period. Proposed amendments affecting a regional plan but <br />without potential system impact will be subject to a 60-day <br />review and comment period for consistency with other chapters of <br />the Metropolitan Development Guide. The sponsoring local <br />government may adopt and put these amendments into effect before <br />the Council completes its review. <br /> <br />Under the guidelines, the most extensive Council review will be <br />limited to proposed amendments to local comprehensive plans <br />that potentially affect one or more of the metropolitan <br />systems, sewers, parks, airports and transportation. It is only <br />these amendments that the Council may require a local govern- <br />mental unit to modify, if the proposed amendment has a substan- <br />tial impact on or contains a substantial departure from metropol- <br />itan systems plans. Minn. Stat. 473.175, subd. 1 (1978). <br />Council review of such amendments will take place within 90 days <br />of receipt of the proposed amendment, and local units may not <br />adopt or place such amendments into effect until the Council has <br />completed its review. <br /> <br />II. DEFINITIONS <br /> <br />Airport Influence Area - means a circle whose center is the <br />airport reference point and whose radius is one mile in the case <br />of a minor airport, two miles in the case of an intermediate <br />airport, and four miles in the case of a major airport, as those <br />airports are identified in the Metropolitan Council's Airports <br />System Plan/Development Guide. <br /> <br />1 <br /> <br /> <br />
