Capital Improvement Program - has the same meaning as set forth <br />at Minn. Stat. 473.852, subd. 4 (1978). <br /> <br />Chairman - the Chairman of the Metropolitan Council. <br /> <br />Comprehensive Plan - a comprehensive plan of a local <br />governmental unit prepared, submitted and adopted pursuant to <br />Minn. Stat. 473.851-473.852 and 473.175 (1978). <br /> <br />Council - the Metropolitan Council. <br /> <br />Local Governmental Unit - all cities, counties and towns lying <br />in whole or in part within the Metropolitan Area, but does not <br />include school districts. <br /> <br />Housekeeping Amendment - proposed amendments to comprehensive <br />plans that consist of editorial changes to correct <br />typographical errors or to clarify the meaning of and <br />relationship between plan components or proposed amendments to <br />elements of the comprehensive plan not required by the Land <br />Planning Act. <br /> <br />Metropolitan Systems Plans - has the same meaning as set forth <br />at Minn. Stat. 473.852, subd. 8 (1978). <br /> <br />Private Sewer Facilities - has the same meaning as set forth at <br />Minn. Stat. 473.852, subd. 10 (1978). <br /> <br />III. PROCEDURES <br /> <br />Submission. Ail proposed amendments to local <br />comprehensive plans, except housekeeping amendments and <br />amendments to capital improvement programs, must be <br />submitted simultaneously to the Metropolitan Council and to <br />affected governmental units and school districts following <br />approval by the planning commission but: <br /> <br />a) <br /> <br />prior to final approval by the governing body of the <br />local governmental unit; or <br /> <br />b) <br /> <br />subsequent to conditional approval by the governing <br />body of the governmental unit, contingent on an <br />initial Council determination of no system impact <br />pursuant to No. 3 below or on completion of Council <br />review pursuant to No. 4 below. <br /> <br />Method of Submission. Ail proposed amendments to <br />comprehensive plans must be accompanied by an "Information <br />Submission," attached hereto as Exhibit A and either mailed <br />to the Council via "certified mail" or hand-delivered to <br />the Chairman's Office. <br /> <br /> <br />
