Referral of questions from residents, developers, and govern- <br />mental agencies to WCA <br /> <br />Involvement with the City's discussion regarding the Wild, <br />Scenic and Recreation River requirements. <br /> <br />Other items which were discussed in the work plan and were to have been <br />billed separately were public hearings, and meetings with other public <br />agencies. Those meetings which fall in this category~ should have been <br />billed separately, but were instead included with the regular billings. <br /> <br />A third factor has been the length of the planning program.. The proposal <br />with an "estimated" cost was first presented to the City of Ramsey in 1977. <br />The program anticipated that a major portion of the planning program <br />would be completed in 1977 and 1978. Since 1978, our. overhead has increased <br />substantially while the budget has remained at the 1977 "estimated" costs. <br />Prolonging the planning period has increased cost not only because of <br />inflation, but due to additional meetings, phone conversations, etc., that <br />have resulted from the extended planning program. It is not our intention <br />to blame the City of Ramsey for all'the delays, however, WCA feels that <br />there is a shared responsibility here. <br /> <br />A fourth factor is that.the proposal that was originally presented to <br />Ramsey, Anoka, and Champlin envisioned that with minor modifications, one <br />documents could serve the needs of all three communities. Because of <br />the variety of geographic and physical conditions, and the divergent <br />values of residents in the respective communities, it has not been <br />possible to share as much of the reports as was originally hoped. For <br />example we started out with one Critical Area Plan for all three communi- <br />ties, but it became necessary to make modifications to fit the local <br />situations and desires. The end result has been three substantially <br />different documents to meet the needs of these three communities. <br /> <br />Through October l, 1980, WCA has only billed Ramsey for the amount that <br />was agreed to in the work plan, however, this does not actually reflect <br />the cumulative costs. Since January of 1980, the cost related to the <br />Ramsey project (Critical Area and Comprehensive Plans) has added up to <br />more than $9,000. The actual bills submitted to the City. for this time <br />period total approximately $3,500 (this includes the bill recently sub- <br />mitted for the Park Plan). Therefore, from January l, 1980 our billing <br />has fallen $5,500 short of what should be billed. This $5,500 shortfall <br />also does not include any expenses related to completing the Implementation <br />Section of the Comprehensive Plan. Although WCA does 'not anticipate <br />recovering the entire amount indicated above, we do feel there is the need <br />for some additional compensation to offset these existing losses, and to <br />minimize future losses. <br /> <br />Finally, throughout the planning program we have tried to. remain flexible <br />to the desires of the City Staff and Planning Commission. Rather than <br />adhering strictly to the provisions of the work plan we have attempted to <br />incorporate all the concerns into the planning program resulting hopefully <br />in a better product. <br /> <br /> <br />
