There are several reasons for the budget <br />exceeding the original "estimate", and I would like to review some of <br />these with you. <br /> <br />First is the matter of turnover in City Hall personnel that has occurred <br />since March 1978. In the last 2-1/2 years Wehrman, Chapman Associates, <br />Inc. (WCA) contact with the City has been through Mr. Phil Nereson, Mr. <br />Clayton Berg, Mr. Lloyd Schnelle, Mr. Ken Peterson, Ms. Arlene Peddycourt, <br />and finally back to Lloyd. Lack of a single staff person responsible <br />for the planning program has not only led to confusion, but has diminished <br />the effectiveness of any local staff members from becoming productively <br />involved in the planning process as was originally anticipated in the <br />work program. The lack of a staff person Which was familiar with the <br />planning program undoubtedly led to some of the confusion among Council <br />and Planning Commission members regarding the work plan and contract. The <br />lack of a signed contract between WCA and the City of Ramsey is further <br />evidence of the confusion which has existed over the past few years. <br /> <br />A second factor encompasses items which were not included or anticipated <br />in the original contract. One example is the solar access element of <br />the plan which became a requirement when the state legislature amended <br />the Metropolitan Land Planning Act in 1978 requiring' all communities to <br />include this element.
