August 7, 1980 <br /> <br />Representative John Ciawson <br />Cedar Point <br />Center City, Minnesota 55012 <br /> <br />Dear Representative Clawson: <br /> <br />The City of Ramsey feels that these proposed Metre Council Guidelines that <br />will be used to review amendments to Municipal governments' comprehensive <br />plans is just going too far. We have enclosed a copy of our resolution that <br />opposes it and a copy of their proposed guidelines as we feel this appointed <br />quasi government planning authority (Metro Council) is in violation of the <br />state constitution in that they are usurping the elected officials of local <br />government right to govern their respective communities. <br /> <br />We do not think a quasi government'planning authority has the right to <br />dictate policy to an elected governing body.
