August 7, 1980 <br /> <br />Governor Albert Quie <br />State of Minneso%a <br />State Capitol <br />St. Paul~ Minnesota <br /> <br />Dear Governor Quie: <br /> <br />The City Council of the City of Ramsey is enclosing the following documents <br />for your comments: <br /> <br />a) Metropolitan Council's proposed guideline for reviewing amendments to <br /> local communities comprehensive plans. <br />b) City of Ramsey's resolution dated July 22, 1980 opposing it. <br /> <br />The City of Ramsey opposes the above proposed Metro Council's guidelines in <br />that we do not feel a quasi appointed government planning authority (Metro <br />Council) has constitutional authority to dictate management prerogatives to <br />elected local officials. We think the above document is usurping local <br />government authority. <br /> <br />You have stated that you want government at the local level to set their own <br />standards and policies. You have stated that government at the local level <br />is the ~st productive government as the citizens it represents can control <br />it and we agree with you. <br /> <br />Consequently, we are appealing to yottr office to request~assistance in stop- <br />ping this quasi appointed government planning authority (Metro Council) from <br />usurping the powers of the local elected officials. 0u~ State of Minnesota <br />cannot afford all of this government. We, here at the local level, cannot <br />react to all this b~reaucracy as we don't have the staff and money. We are <br />beginning to wonder if the State has the power to limit the Metro Council's <br />activities. <br /> <br />We would like your thoughts on this matter and what can be done about it. <br />If you don't agree with us, we would like to know. <br /> <br />Sincerely~ <br /> <br />CITY OF ~SEY <br /> <br />Thomas G.
