The City of Ramsey does <br />not believe an appointed quasi government planning authority (Metro Council) <br />has the right to dictate the management prerogatives of an elected govern- <br />ing body and be in compliance with the State Constitution. <br /> <br />The City Coducil feels that the Metro Council on this issue has just gone <br />too far. Consequently, we are very much opposed to the above guidelines <br />as they are unrealistic. <br /> <br />We recognize that you are a strong backer of the local government handling <br />its own affairs.
