City of R.amsey

15153 NOWTHEN BOULEVARD N.W.o RAMSEY, MINNESOTA 55303

(612) 427-1410

December 27, 1988

Dear Ramsey City Council:

The Landfill Commission was mandated to monitor and deal with solid waste disposal issues. As
we move into 1989, we want to implement goals for abatement, "reuse, reduce, recycle".

Successful programs depend on citizen education, and continuing education for the commission as
well. We need background information, and specialized technical input, and current science to
design and implement local solutions.

1988 Programs

Recycling Center signs
Household Hazardous Waste Day
Pilot Wood Chipping Demonstration Grant Application to Metropolitan Council
Pilot curbside recycling in 2 neighborhoods
Co-sponsoring Keep Ramsey Clean-up Day with KAB Committee
Pilot Program Video Education
Organic Fraction Education

The Landfill Commission recognizes that 1989 is a time to apply the best science and technology to
the ethic of reusing, reducing, recycling, and renewing. For example, the pilot mobile brush
chipping program reduces the total cost by reducing the brush to usable chips at each site of
generation.

The Landfill Commission proposed to underwrite a portion of the travel and participation budget
for Bruce Bacon to attend the 155th Annual Meeting of the American Association for the
Advancement of Science meetings in San Francisco, January 14-19, 1989.

The Landfill Commission recognizes the potential benefit for program goals of sessions on 'Solid
Waste Disposal", 'Ground Water Quality', 'Ecosystem Impacts', and 'Science and Technology
Education'.

The Landfill Commission expects written materials and a summary report of seminars, lectures,
and technical sessions. Our recommendation is that Bruce Bacon be reimbursed $600 toward
round trip travel, $600 for six days participation and $75 registration fee. A select list of pro,ams
is attached.

Sincerely,

Landfill Commission
