HA submitted a reference that had only worked <br />with HA for 6 months and a second reference that was very <br />positive but admitted to very few personal contacts with <br />These facts should not stand by themselves, but when reviewed <br />with all other reference information, TCF has a qualitative edge <br />on thc other agencies in this area of th--'~-~-~evaluat~on. <br /> <br />Recommendation <br /> <br />The previous evaluations can be summarized as follows: <br /> <br />Account Executive's <br />Oualifications <br /> <br />Based upon the information given, TCF <br />has a decisive advantage over the other <br />agencies. <br /> <br />Support Services <br />Available <br /> <br />All three agencies are closely bunched, <br />with HA having a slight advantage over <br />the others quantitatively. Oualitatively <br />it is not clear, although supportin~--~ <br />~ocumentation sugge~%s that TCF <br />prevail here. <br /> <br />Office Location <br /> <br />Administratively, no agency has an <br />advantage here. Other factors, however, <br />tend to favor HA, who will be located in <br />Ramsay, and whose agent o1' record ~s a <br />Ramsay resident. <br /> <br />Willingness to Enter - <br />Formal Service <br />Agreement <br /> <br />No difference. <br /> <br />Services to be <br />Provided <br /> <br />- No quantitative difference. <br /> <br />Relationship with <br />Principal Market <br /> <br />All three agencies desire to approach <br />the League.
