E. Enter into a development agreement with the City. <br /> <br />On December 7, 1988, the City received a ·response from the Minnesota Environmental Quality <br />Board regarding the trail that would traverse Bulow's Addition along a 20 foot wide corridor <br />adjoining the South side of Front Street. EQB recommends that Bulow's Addition and Riverview <br />Estates Plats be denied. Also thal the City is advised to resubmit the plat incorporating a <br />minimum 30 foot river trail corridor as recommended by Metropolitan Council and Anoka <br />County staff. <br /> <br />Recommendations: <br /> <br />Staff recommends that Resolution #88-220 be rescinded and that the proposed resolution be <br />approved. <br /> <br />Final plat approval of Bulow's Addition contingent upon the following: <br /> <br />a. Mr. Bulow providing proof of marketable title for the property to the City. <br /> <br />EOB approval of Ramsey's proposed amendment to the Critical River <br />Overlay District Ordinance. <br /> <br />Park dedication requirements shall be fulfilled in accordance with City <br />Council's request for park dedication in effect at the time of the subdivision <br />application which requires cash payment at the time of building permit issuance. <br />in addition, the developer shall convey property rights to the City of thirteen <br />(13) feet which will be on the South side of the right-of-way of Front Street <br />Northwest and the remainder of the park dedication to be fulfilled by a cash <br />payment. This conveyance of property rights shall be for the trail corridor. <br /> <br />d.
