James R, Korin, CPA, ABV
Direct: 763.97L48'10
ikorm~dc'o.com

October 15, 2004

Ms. Beth Neuendorf
MN/DOT AREA ENGTNEER
'1500 West Countw Road B2
RosevLlle, MN 55113

Mr. Steve Jankowsld
CITY ENGINEER
15153 No~vthen Boulevard NW
Ramsey, MN 55303

Dear Beth and Steve,

I attended the Thursday, September 23, 2004 open house to discuss the Highway 10 mtersecuon closings. I am
representing various compames along a stretch of' Highway. 10, .north of Thurston Avenue. I have requested
and received foLlo~v-up data fi:om MN/DOT and have shared dzis m£ormation ~vith ~ose property owners,
which.include Pro Sporting Goods, Anchors Away, Ramsey Quick Lube, The NAU Compames, and others.
Through me, dxe landowners wouid like to make the following points with regard to these items and the follo~v-
up data:

'l

crossings being closed ~epresent ~e l~ghest acddent counts along ~e s~etch. TNs is ~e logical
· conclusion when one looks at the maps ~at were_produced. However, if-a~ ~affic u~zed one
crossing and no =affic used anod~ez, ~s dam would obviously be fla~ved. In fact, after revie~vmg
informaUon' on ~e con~o~ed intersections, s~ficandy'more accidents occ~zed at each of the
remak~g con=oiled mtezsecnons than any of the l~ghway crossings you are proposing to close.-Wl~e
~ve are s~ ~vai~g fbr 2002 reformation on Thu~ston Avenue, I have attached the data available to
~xlUMt One of ~as analysis. Anyone mxdewmg d4s data ~vould have to conclude that ~e accident
counts as a means of deternm~g the appropriate closures is flawed.

9

[~ is dte behef of Pro Sporting Goods and Anchors Away that closing the Feldspar crossing would, m
effect, be a way of condem~mlg their business and properties. If dus crossing were din'm~ated,
customers traveling from the north would have a vet7 difficult, if not in~possiMe, ma~e of accessing
their business. Furthermore, suppliers of Pro Sporting Goods that drive eighteen wheel serm o:ucks
c.mung (rom the north would h,qve to make a U-mm at the controlled intersection on Sunfish_ Lake
B,.,ulcvard. This would !0e impossible and unsafe under die proposals ?ou have laid ,out. t,','(,'e are m
