CASE CONSIDER OFFER TO PURCHASE DRAINAGE AND UTILITY EASEMENT FROM LOT 1, BLOCK 3 WHITE PINE ESTATES By: Steven JankowSki, City. Engineer Background: The City recently completed Improvement Project #04-24 Which cOrrected a drainage problem which had existed in the vicinity of 169th Avenue and Helium Street. In order to ' facilitate this project it was necessary.to ob,tain a drainage and utility easement along, the norther137 property line of Lot 1, ,Block 3, White Pines Estates. The property owners' of this parcel signed a Right of Entry agreement to allow this-project to-proceed while an appraisal of the value of the easement could be established. Aah z~ppraisal has been prepared by Malcolm Watson of Watson ApPraisal and Consulting Service. Mr. Watson has established the value of the easement at $5,200. Portions of the appraisal are attached to this case. Recommendation: In accordance with City policy.for acquiring property, which have bden patterned after state law for property talcings for transportation, projects, staff recommends that the City transmit a c. opy of the appraisal to the property owners for their review, advise them that they have the fight to obtain a second appraisal and be reimbursed for this appraisal at an amount not to exceed $1,500; 'and to offer to purchase the easement for the appraised' amount of $5,200.
