Town Center 3rd Addition- Site Plan/Pond Building <br />November 24, 2004 <br />Page 4 of 5 <br /> <br />Lighting: Please provide the City with details regarding the lighting that will be on the building <br />and located in the parking lot for review. City standards require that the luminaire dight source) <br />must not be. visible from beyond the property line. The apPlicant should submit shop drawings of <br />the lighting fixtures for review and approval by the City Engineer. <br /> <br />Signs: A sign permit will be required for all site signs. Wall signs are limited to a total square <br />footage equal to 15% of the area of the front building fagade. At least 50% of that allotment <br />must be placed on the front wall; remaining signage area may be distributed on other walls of the <br />building. Wall signs may not exceed the top of the wall. One ground sign is allowed for each <br />parcel at a size not to exceed 100 square feet. City Code also has provisions for drive-up menu <br />boards, parking lot directional signs; window signs and real estate signs. <br /> <br />REU Number: Submittal of impervious surface and green space calculations is necessary, in <br />order to determine the quarterly REU charges. <br /> <br />Development Agreement: As part Of the approval by City Council, the applicant will need to <br />enter into a development agreement with City. This agreement, among other things, will <br />incorporate relevant items from the Master Development Agreement with Ramsey Town Center <br />LLC that will be obligations for Ramdance LLC. The Development Agreement will also <br />enumerate the financial sureties needed by the City to allow construction of the project. <br /> <br />Final Site Plan: Following Planning Commission and City Council approval of the preliminary <br />site plan, a final site plan will heed to be submitted and approved by City Council. <br /> <br />Town Center Development Review Guidelines: The following comments are a review of the <br />site plan in accordance with the Sub-District Guidelines for the TC-2 Cornmercial area, as found <br />in the Final Draft Town Center Development Guidelines. <br /> <br />Public Realm/,S'treetscape: No public parks are identified for this sub-district. This sub-district <br />encourages a mix of large and small floor-buildings, accommodating auto-oriented uses. <br />Therefore, an attractive streetscape, small scale green spaces, pockets of gathering areas are <br />encouraged. The Pond Building does back up to a pond. The site plan for the building identifies <br />an outdoor dining area overlooking the pond to provide that small scale green space and a public <br />gathering area. <br /> <br />Site Deve/o/)menl: The site plan for Lot I and Lot 2 includes a mix of large scale retail and <br />convenience uses. The nature of the TC-2 sub-district will inevitably include gaps between <br />buildings, surlSce parking adjacent to street right-of-way, and greater building setbacks. <br />Generally. the buildings proposed ]tbr this block are located at the street right-of-way, with the <br />exception of the Pond Building and the grocery store. While the Pond or restaurant building will <br />not be adjacent to Sunwood Drive and the associated streetscapes, it will be. located adjacent' to a <br />landscaped pond. The proposal fbr the Pond building will provide an outdoor dining experience <br />that overlook:; cl:e landscaped pond area. <br /> <br /> <br />
