The revised sketch plan is proposing to construct a combination of public and private streets <br />throughout the development, similar to the streets that were approved with the first two phases of <br />Town Center Gardens. Driveways are shown to be a minimum of 25' in length, which complies <br />with City Code. A mix of 24- and 28-foot private streets is shown for internal circulation on the <br />site. No parking would be permitted on 24-foot streets, while parking would be permitted on one <br />side of 28-foot streets. <br /> <br />The revised sketch plan shows 148th Avenue being brought to the western boundary of the plat. <br />This is in compliance with City Code, which requires streets to be brought to the edge of the plat <br />to facilitate development on adjacent parcels, should it occur. A temporary cul-de-sac will need <br />to be provided on 147th Lane NW; this street also exceeds the maximum cul-de-sac length as <br />outlined in City Code. A variance will be required for this length of cul-de-sac. <br /> <br />The sketch plan is showing a 30-foot setback from all buildings to the exterior boundary lines, <br />which complies with the R-2 zoning district. The plan is also showing a 25-foot separation <br />between buildings, which complies with the R-2 district. More detailed review of setbacks will <br />occur at the site plan review stage. <br /> <br />A detailed drainage and grading plan will be reviewed during the preliminary plat process. The <br />project is subject to the review and permitting process of the Lower Rum River Watershed <br />Management Organization (WMO). <br /> <br />The Park and Recreation Commission will also review the sketch plan for recommendations on <br />park dedication and trail requirements. <br /> <br />Recommendation: <br /> <br />While there are many details that must be worked out in the preliminary plat and site plan stages, <br />the proposed sketch plan is consistent with the first 2 phases of Town Center Gardens. The <br />Planning Commission and Staff find the sketch plan generally acceptable subject to further <br />review of grading and drainage, street design, overall density on the site, and the adoption of an <br />amendment to the Comprehensive Plan and rezoning a portion of the subject parcel to TC-4a. <br /> <br />Council Action: <br /> <br />Motion to approve/deny the sketch plan of Town Center Gardens 3rd Addition contingent upon <br />compliance with City Staff Review Letter dated July 30, 2004, revised October 29, 2004, revised <br />December 10, 2004. <br /> <br />Review Checklist: <br />Assistant Community Development Director <br />City Engineer <br /> <br />CC: 12/1.4/04 <br /> <br /> <br />
