The whole development site is 51.91 acres. The property
proposed to be developed in this phase is approximately 30 acres in size, and is generally located
on Bunker Lake Blvd at Ramsey Blvd.

The following items are enclosed for your review:

b)
c)
d)
c)

Site location map
Revised sketch plan
Planning Commission meeting minutes dated August 5, 2004
Planning Commission meeting minutes dated November 4, 2004
City Staff Review Letter dated July 30, 2004, revised October 29, 2004, revised
December 10, 2004

Notification:

In accordance with City Code residents within 700 feet were notified of the sketch plan
application.

Obse~wations:

The revised sketch plan of Town Center Gardens 3rd Addition proposes a total of 178 townhomes
(11 eight-unit buildings, 13 six-unit buildings, and 3 four-unit buildings) and 19 single-family
lots for a total of 197 new units. The applicant has submitted a revised sketch plan based on
discussion at the August 5th and November 4th Planning Commission meetings.

The subject property is currently zoned R-2 Residential. As proposed, the project would have an
overall net density of 7.3 units per acre. This is above the permitted density in the R-2 zoning
district, which is 7 units per acre (net). The applicant is requesting a Comprehensive Plan
Amendment and rezoning for the southwestern portion of the subject property, to Mixed Use and
TC-4a, respectively. The TC-4a District allows residential density up to 10 units per acre. If
approved, the plan amendment and rezoning would accommodate the density shown on the
revised sketch plan.

The combination of townhomes and single family lots in the northern portion of the plat will
need to be processed as a Planned Unit Development. The proposed development will also need
to go through site plan review, most likely at the preliminary plat stage.
