CASE # <br /> <br />REQUEST FOR CoMpREHENSIVE PLAN AMENDMENT; <br />CASE OF BRIGHTKEYS, INC. <br /> By: Amy Geisler, Associate Planner <br /> <br />Background: <br /> <br />Brightkeys, lnc: has submitted a request for a Comprehensive Plan Amendment to change a <br />portion of their land from Medium-Density Residential to Mixed-Use, in order to allow for <br />housing of similar density to that of the Town Center. This Comprehensive Plan Amendment is <br />being considered along with the sketch plan for Town Center Gardens 3~d Addition. <br /> <br />The following items are enclosed for your information: <br /> <br />a) Site location map <br />b) Revised sketch plan of Town Center 3rd Addition <br />c) Planning Commission meeting minutes dated November 4, 2004 <br />d) Proposed Resolution approving the request and authorizing submittal to Metropolitan <br /> Council <br /> <br />Notification: <br /> <br />State law requires that property owners within 350 feet of the subject property be notified of the <br />public hearing. As part of the sketch plan notification process, staff sent the public hearing notice <br />to property owners within 700 feet of the subject property. <br /> <br />Observations: <br /> <br />As discussed in the sketch plan case for this property, the apPlicant has submitted a revised <br />sketch plan based on input received at the AuguSt 5th and November 4th Planning Commission <br />meetings. Major changes to the sketch plan include the addition of 19 single-family lots in the <br />northern portion of the plat. In this area, the proposed 'sketch plan is in compliance with the <br />Comprehensive Plan. <br /> <br />Brightkeys is seeking a Comprehensive P1an amendment for the southwestern portion of the plat, <br />to change from Medium-Density Residential to Mixed Use (this area is shown as Zone A on the <br />sketch plan). The rationale for their request is to accommodate shifting some of the density from <br />the northern part of the site to the south, and also to complement the Town Center development <br />immediately adjacent west of the property, as well as south of Bunker Lake Blvd. The Mixed- <br />Use land use designation will allow the property to be zoned to Town Center 4-a Residential. <br /> <br />The current Comprehensive Plan shows the land use designatiOn to the south of the Subject <br />Property is Mixed-Use. The land immediately adjacent to the west is part of the Ramsey Town <br />Center .project and the approved sketch plan shows the property planned to be developed with <br />residential units at a density up to 10 units per acre.
