A <br />municipal parking f~tcility will be located adjacent to the Ramsey Municipal Center that will meet the <br />need tbr the bulk of the parking. A small surface parking 10t' is located in the rear of the building to <br />handle short term visitors to the Ramsey Municipal Center. As mentioned previously, the parking lot <br />in the northeast part of the site is recommended to be removed from the site plan. <br /> <br />&tmmroT o/'DeJ'ign Gt~ideli,es.' The Ramsey Municipal Center meets or exceeds the recommendations <br />contained [n certain areas of the Development Guidelines. Staff and the TCTAC recommends that the <br />fbllowing items be addressed: <br /> · The tk7~ade of Sunwood Drive should be redesigned to become more engaging with the <br /> pedestrian through more architectural animation, more articulation, more depth, and the <br /> inclusion of some roof forms. As part of looking at revising the Sunwood Drive fa,cade, <br /> elements contained on the south side of the building should be Considered for integration into <br /> the front fagade. In addition, increasing' the amotmt of glazing along Sunwood Driv~ should <br /> also be considered. <br /> · The parking area in the northeast part' of the site should be removed and replaced with an <br /> extension of the building and/or appropriate screening. <br /> The waste disposal area should be removed from its present location or should be located <br /> inside. <br /> · Additional design treatrnent should be given to the eastern elevation (Sapphire St.) than is <br /> shown. <br /> · Screening with a mix of landscaping and decorative fencing is acceptable for the Police <br /> Department parking lot off of Sapphire St. <br /> · Further information should be provided about whether the' windows will be tinted and the <br /> composition of exterior materials that will house the mechanical equipment located on the roof. <br /> <br />Waste Storage: City Code requires that all solid waste and refuse receptacles be stored within a <br />completely screened structure or container. The site plan shows a screened trash enclosure located in <br />the northeast portion of the site. Per the recommendation of the TCTAC, the waste storage area should <br />be moved or put inside of. the building. <br /> <br />Lighting: Please provide the City with details regarding the lighting that will be on the building and <br />located in the parking lot for review, citY, standards require that the luminaire (light source) must not <br />be visible fi'om beyond the property line. The applicant should submit shop drawings of the lighting <br />fixtures lbr review and approval by the City Engineer. <br /> <br />Parking: The preliminary site plan shows 42 public parking stalls and 28 stalls for the Police <br />Department and City vehic[es.tbr a total of 70 stalls. Under the Town Center Zoning District <br />regulations, a maximum total oi' I87 stalls parking spaces are required. The Town-Center Zoning <br />District and the Town Center Development Guidelines strongly .encourage shared parking scenarios <br />anti the utilization oF parking ramps 'where possible. Fortunately, the City.' parking ramp will be <br />ad~jacent to the Ramsev Nfunicipal Center. The parking ramp will accommodate parking space for <br />appro×imate!¢ ,~0!_1 vehicles.
