Consider Authorization of EAW for Sewer and-Water Extensions
Brian E. Olson, Assistant Director of Public Works./Principal City Engineer

Background:

On May 11, 2004, City Council authorized Staff to hire Bolten and Menk to begin the design of
the infrastructure included in the Feasibility Studies that petitioned for the extension of sewer and
water. The direction at that time was that the costs to design this project were to be paid for from
the respective enterprise funds and when and if the project was approved the funds would be
reimbursed with the bond proceeds. Staff has attached a copy of the case and minutes from that
meeting.

On December 6, 2004, Staff was directed to contact Oakwood Land Development to ask about
consideration for partial payment of the EAW necessary for the sewer eXtension project~ John
Peterson, owner of Oakwood Land Development has agreed to pay the entire cost of the EAW
for the necessary extension, however, would like to be reimbursed in the event the project moves
forward.

Staff recommends that City Council authorize Staff to hire Bolten and Menk for preparation of
the Environmental Assessment Worksheet for a cost not to exCeed $24,600 as outlined in the
attached proposal.

Council Action:

Motion to authorize the hiring of Bolt0n and Menk to prepare an Environmental Assessment
Worksheet for an amount not to exceed $24,600. This amount is to be reimbUrsed in the event
the City Council orders the project at some point 'in the future.

Reviewed by:
City Administrator
Director of Public Works

CC: 12/14/04
