,TON & M NK, lNG. <br /> · Consulting Engineers & Surveyors <br />2638 ShadOw Lane, Suite 200 * Chaska, MN 55318-1179 <br />Phone (952) 448-8838 * FAX (952) 448-8805 <br /> <br />December 6, 2004 <br /> <br />City of Ramsey <br />Attn: Brian Olson, City Engineer <br />15153 Nowthen Boulevard NW <br />Ramsey, MN 55303 <br /> <br />Re: <br /> <br />Fee Estimate for Environmental Assessment Worksheet <br />Ramsey, MN' <br /> <br />Deal' Mr. Olson: <br /> <br />As requested, we have prepared a fee estimate to complete an Environmental Assessment <br />Worksheet (EAW) for the possible extension of sanitary sewer in the City of Ramsey. <br />Since the trunk sanitary sewer will potentially add over 1 mgd of sewer flow, State <br />Statute 4410.43, subpart 18A requires that an EAW be completed and the Pollution <br />Control Agency (PCA) act as the RGU. <br /> <br />The purpose of the Environmental Assessment Worksheet is to determine whether or not <br />a more in-depth Environmental Impact Statement (EIS) is required. This is done by <br />identifying potential impacts caused by the proposed extensions, soliciting comments <br />ti'om other agencies, gathering input from the public, and if necessary identifying ways to' <br />mitigate the potential impacts. This in{'ormation is then available to the permitting <br />agencies when considering their permit conditions. <br /> <br />For this project, the City of Ramsey will be the project proposer and Will prepare a draft <br />EAW fbr submission to the PCA. After the draft is completed, the PCA will review the <br />document and submit it to the Environmental Quality Board for publication. For your <br />convenience, the following is a breakdown of Bolton & Menk's proposed scope of <br />services: <br /> <br />· Research existing information of floodplain limits, zoning requirements, and <br /> encroachments. <br /> Determine Historical/Archaeological needs per State Historic Preservation <br /> Office (SHPO) requirements. This scope covers a basic review of the <br /> historical and archaeological needs but does not include field photos and <br /> analysis. <br />· Identify vegetation and wildlife impacts with input fi'om the DNR Natural <br /> Heritage database and US Fish and Wildlife.
