· Prepare a Statement of Project Impact. <br />· Research potential water quality impacts through contacts with US Army <br /> Corp of Engineers, Minnesota Pollution Control Agency, Dept. of Natural <br /> Resources and other related regulatory agencies, as required. <br />· Identify construction impacts incIuding'air,.noise, vibration, water quality, <br /> erosion, access, utilities, and disposal of excavated material. <br />· Prepare a Draft EAW to be submitted to the City of Ramsey for review by <br /> staff. Upon the City's approval, the document will be submitted to the PCA <br /> fbi- their review and submittal to the Environmental Quality Board (EQB) and <br /> other agencies for their review and comment (30 days). <br /> <br />The PCA as the RGU will be responsible for preparing written responses to all comments <br />received and any modifications to the EAW that are necessary. Once this work is <br />completed, the PCA will officially declare whether an EIS is necessary or not. In the <br />language of the EQB, it is a "positive declaration" or a "negative declaration". Upon the <br />PCA's decision, the Final EAW will be distributed to the agencies and all parties that <br />commented and a Findings of Fact will be prepared. <br /> <br />Based on the scope of services shown above, Bolton & Menk proposed to complete the <br />EAW for a not-to-exceed fee of $24,600 to bebilled at our hourly rates. <br /> <br />Please let me know if you have any questions or' need additional information about the <br />proposed scope of services. <br /> <br />BOLTON & MENK, INC. <br />David P.
