C'.cmncihn~:n~ber Kurak concurred with the amendment. <br /> <br />Further discuss/on: City A. dministtator Norman requested clarificati°n that if this motion passes <br />thc i~ublic input does not have to bc the first thing that is done. Councilmember Strommen <br />replied thc public input needs to be done befbre integrating all the layers of formulating the plan. <br />City Administrator Norman stated he would recommend against this. The City needs to go <br />through a process ;tnd have information before they go out to the public. Councilmember Cook <br />stated ho/'eels thc public input is more a part of the comprehensive plan, and not as much a part <br />of what is l)ci~g discussed tonight. Elis main concern is that this first meeting will end up being <br />about whether resi~lcnts want City scwt~tr and water. <br /> <br />Motion f~tilcd. Voting No: <br />Mayor Garnet, Councilmcmbers Cool<:, Elvig and Pearson. <br /> <br />Further discussion: Councilmembcr Zirnmerman stated there are a lot of people on the Council <br />that are afl'aid of what the public i~as to say. Councilmember Elvig stated he is not afraid of <br />including the public. Councih'ne~nbcr Kurak questioned what area will be studied for the <br />comprehensive plan amendment. Assistant Community Development Director Trudgeon <br />reviewed thc ~rea ~md explained i'.,, will go beyond the exact property lines. Councih-nember <br />Kurak re)ted th(: scope has not bee~ determined yet. St~e asked if the Council wilI be informed <br />t'cgm'ding this. Assistant Comn-~mtity Development Director Trudgeon responded in the <br />alYh'nmti vt. <br /> <br />Motion by Councilmcmbcr Cook, seconded by Mayor Gamec, to authorize staff and Hoisington <br />Ko%let Group luc. to cormnenct, the Comprehensive Plan Amendment component of the <br />©rowth Platmit]g l~rocess. <br /> <br />Further discussion: Councilmember Elvig stated he would be happy to have public input at this <br />level, but thc tools need to be used Io show the thought process. Councilmember Cook stated the <br />public inl, u! should be addressed i~ a separate motion. He would like to see the $90,000 start <br />working and Itc would like to be able to show the residents what is already known. The Council <br />has dctcrmin~:d they want a sewer li','~e, and that should be shown to the people. He does not want <br />to bring in the I)ublic tm/il there is something to lay out for them. Councilmember Strommen <br />stated she cannot ,,otc in I'avot' of tltis until it is clarified when the public input will happen and <br />what it would tnt'ail. She stated as this is.laid out the citizen input woutd not be included until <br />stage [bur.
