Brian and other Mn/DOT staff noted that the
selection of the IRC projects was the result of a planning process that took place over the
last two years. Brian stated that TH 10 is a high priority corridor from 1-35W to TH i 69 and
a medium priority corridor from TH:169 to TH 24 in Clear Lake: Brian also stated that IRC
roadways represent 2% of road system but carry 30% of the traffic.

Lynn Bly of Mn/DOT noted that the TH 10 Corridor to be studied goes beyond the righbof-
way lines and that land use and modal issues will be examined.

Mn/DOT staff also indicated that there are two other river crossing studies where TH 10
and 1-94 would be connected bietween the city of Anoka and' Saint Cloud. The Northstar
Corridor ElS should have a record of decision by the end of September and the District 3's
TH 10 corridor study has been wrapped up and will be folded into this ,study.

lsaacson and Howard Preston noted that the main objective for the TH 10 IRC study is to
develop a shared vision along corridor and achieve compatibility with community plans.

A PAC member asked why TH 65 was not selected as an IRC. Brian Isaacson stated that
it was due in part to the spacing of N-S principal arterials (TH 65 caught in the middle
between TH 169 and 1-35W). Also TH 65 is not a principal arterial beyond Isanti. CountY.
T em/ Humbert also noted that TH 65 does not connect to a regional trade center.

Page 1 of 14. 43
