Howard <br />stated that the first step in the process is to identify issues and constraints. The next step <br />is to develop and screen'alternatives and then stage those aiternatJves. Howard said that <br />before deficiencies can be identified, the goals and objectives for the project need to be <br />established. Howard also noted that the end product of this study will NOT be a set of <br />construction plans but instead outline a shat.ed vision for the corridor, <br /> <br />A PAC member asked if there is a separate pot of money for IRC corridors. Mn/DOT staff <br />stated that the Metro ©ivision has set aside funds in it's long range p!an for interregional <br />corridor (IRC) investments. These funds will not be available for several years into their <br />planning horizon, and moreover are not intended to completely address all needs on IRCs. <br />Staff continued by saying there are a varieb/of funding sources to which these plans will <br />direct their attention (including legislative and congressional funding). However, one of the <br />most important points of performing these management plans was to develop a consensus <br />for a long term vision for the specific corridors in an effort, to pursue funding at the <br />legislature. <br /> <br />What Role does the PAC play? <br />Brian Isaacson stated that the PAC is not a voting entity,. The intent of the PAC is to <br />receive input in order to make sure Mn/DOT and the local jurisdictions are on the same <br />page. Lynne Bly mentioned that the general public would not be presented with <br />information until after some issues and deficiencies have been identified for the corridor, <br />There would be a later set of general public open houses held to present a draft plan for <br />the corridor, 'Howard Preston reviewed the list bf PAC members and sche~lule of key <br />meeting dates. Almost all of the PAC and TAC. meetings will be held on Thursdays at the <br />Sherburne Count~,¢ Government Center. <br /> <br />One PAC member asked why the PAC and TAC meetings were held on the same day. <br />Howard Preston noted that it was primarily due to the need to efficiently conduct, meetings <br />Howard also stated that there was not intent to hide anything by having the meetings on <br />the same day. <br /> <br />What Do You Think are the Most Critical Issues with TH 107 <br />A PAC member asked what Mn/DOT's vision for TH 10 is, Howard Preston noted that first <br />deficiencies in the corridor need to be identified and then a vision for TH 10 can be <br />developed. Another PAC member stated that improving TH 10 won't fix the congestion <br />problem because there are not enough lanes on 1-35W. Brian Isaacson stated that <br />Mn/DOT is conducting a separate study of the laneage needs for 1-35W, <br /> <br />A PAC member stated that he was concerned regional traffic was using local roads to <br />avoid congestion on TH 10. Kevin Pape stated that in the rural parts of the TH 10 corridor, <br />the reverse occurs where Iocat traffic uses TH 10 to get around town. Another PAC <br />member asked if reversible lanes on TH 10 are feasible. Brian Isaacson noted the high <br />expense associated with "reversing" the lanes each day.
