COUNCIL BUSINESS <br /> <br />Case #A: <br /> <br />Request for Final Plat Approval of Dickenson's Mississippi Estates Second <br />Addition, Case of Roger Dickenson, Jr. <br /> <br />Associate Planner Wald stated that Roger Dickenson had applied for final plat approval to <br />subdivide property located south of Highway #10 and east of Sunfish Lake Boulevard, adjacent <br />to the City's common boundary line with the City of Anoka. The applicant currently owns <br />approximately 5.62 acres on the common boundary with the City of Anoka, south of Highway <br />#10. The property is zoned a combination of single family urban residential and highway <br />business. The property contains an existing single family home south of Rivlyn Street NW along <br />the Mississippi River, and a commercial building to the north that has access to Highway #10. <br />The applicant would like to separate the residential portion from the commercial portion of the <br />subject property. The proposed plat is approximately 1.8 acres in size and only plats that portion <br />of the property that is zoned for residential uses. The remaining 3.81 acres of commercially <br />zoned property was not being platted at this time. Lot 1, Block 1, will be the existing homestead. <br />It is .69 acres in size, which exceeds the Critical River 20,000 square foot lot size requirement. <br />Also in accordance with the Critical River regulations, Lot 1 is 90 feet wide at the river frontage <br />and at the building setback line. Outlot A is a 1.12 acre remnant and its future use is unknown at <br />this time. Outlots are not eligible for building permits, therefore, any development of Outlot A <br />would require replatting. The site currently gains access from Rivlyn Avenue, which is a dead- <br />end street adjacent to the applicant's residential parcel. At the request of the Engineering <br />Department, the applicant will install Class 5 turnaround at the eastern terminus of Rivlyn to aid <br />the City maintenance vehicles. The site is currently being serviced by municipal water and <br />sanitary sewer. The Planning Commission reviewed the proposed plat on April 4th and <br />recommended approval. <br /> <br />Councilmen~ber Hendriksen inquired if there were currently buildings on the outlots. <br /> <br />Associate Planner Wald replied no. <br /> <br />Councilmember Zimmerman noted that nothing can be built on the outlot. <br /> <br />Motion by Councilmember Kurak, seconded by Councilmember Zimmerman, to adopt <br />Resolution #02~04-092 granting final plat approval to Dickenson's Mississippi Estates Second <br />Addition contingent upon compliance with City staff review letter dated April 9, 2002. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Kurak, Zimmerman, Anderson, <br />and Hendriksen. Voting No: None. <br /> <br />City Council/April 9, 2002 <br /> Page 5 of 14 <br /> <br /> <br />
