Councilmember introduced the following resolution and moved for its adoption: <br />RESOLUTION #17-08-198 <br />A RESOLUTION IDENTIFYING FINDINGS, APPROVING A COMPRHENSIVE PLAN <br />AMENDMENT, CONTINGENT UPON METROPOLITAN COUNCIL APPROVAL, TO <br />CHANGE A LAND USE DESIGNATION ON THE PROPOSED PLAT OF LAVERN <br />ESTATES AND SUROUNDING AREA GENERALLY WEST OF NOWTHEN BLVD AND <br />NORTH OF 175th AVE NW FROM LOW DENDISTY RESIDENTIAL TO RURAL <br />DEVELOPING, AND AUTHORIZING CITY STAFF TO SUBMIT AN APPLICATION TO <br />THE METROPOLITAN COUNCIL FOR AN AMENDMENT TO THE COMPREHENSIVE <br />PLAN <br />WHEREAS, John Peterson, hereinafter referred to as "Applicant", properly applied to the City <br />of Ramsey (the "City") requesting an amendment to the Comprehensive Plan to change the future land <br />use designation from Low Density Residential to Rural Developing for the following legally described <br />property: <br />The Northwest Quarter of the Southwest Quarter of Section 03, Township 32, Range 25, <br />Anoka County, Minnesota, except the west 637 feet of the south 217. 8 feet thereof, also <br />except north 300 feet of the south 517. 8 feet of the west 237 feet thereof, (as measured along <br />west and south lines thereof), except road, subject to easement record. <br />(The Subject Property) <br />AND WHEREAS, the Comprehensive Plan approved in 2010 shows the Subject Property <br />designated land use as Low Density Residential; and <br />WHEREAS, the Applicant is requesting that the designated land use of the Subject Property <br />be changed to Rural Developing; and <br />WHEREAS, the Ramsey Planning Commission met on August 3, 2017, conducted a public <br />hearing, and recommended that the Ramsey City Council approve/deny the Applicant's request for an <br />amendment to the Comprehensive Plan. <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br />1) That the Ramsey City Council hereby approves the request for a land use designation change of the <br />Subject Property from Low Density Residential to Rural Developing. <br />2) That the Ramsey City Council hereby approves staff recommendation to reguide not only the <br />subject area, but the surrounding area generally located west of Nowthen Blvd and North of 175th <br />Ave NW from Low Density Residential to Rural Developing. <br />3) That the Ramsey City Council hereby authorizes City Staff to submit the necessary documentation <br />to Metropolitan Council for an amendment to the 2010 Comprehensive Plan to change the land use <br />designation to Rural Developing. <br />
