CITY COUNCIL <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a special meeting on Tuesday, April 16, 2002, at the <br />Ramsey Fire Station Number II, 15050 Armstrong Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Thomas Gamec <br />Councilmember Susan E. Anderson <br />Councilmember Terry Hendricksen <br />Councilmember Patti Kurak <br />Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />City Administrator, James E. Norman <br />Assistant City Administrator Heidi Nelson <br />City Clerk Jo Thieling <br />City Attorney William Goodrich <br /> <br />CALL TO ORDER <br /> <br />Mayor Gamec called the special meeting of the City Council to order at 5:40 p.m. <br />CITIZEN INPUT <br /> <br />None. <br /> <br />COUNCIL BUSINESS <br /> <br />Case #1: <br /> <br />Introduce Ordinance Establishing Boundary Lines for the City of Ramsey <br />Ward System <br /> <br />City Attorney Goodrich stated that as a result of the Special Election on November 6, 2001, a <br />Charter Amendment was adopted requiring the City to be divided into four wards for purposes of <br />electing Councihnembers. This needed to be done by ordinance. Following the redistricting by <br />the State of Minnesota, City staff met with Anoka County Elections Supervisor, Gary Poser, to <br />draft different options to establish the boundary lines for the ward system. Pursuant to the City <br />Charter and State Statute, the wards must be divided as equally in population as is "practicable," <br />and "... each ward shall be composed of contiguous territory." Council reviewed the draft maps <br />at a work session on April 8, 2002. At that time, a request was made for amendments to those <br />options. Those options were presented to the Council for consideration. It was noted that <br />although one or more options may be introduced in ordinance form, only one ordinance would be <br />finally adopted. The final ordinance needs to be adopted at the Council's regular meeting on <br />Tuesday, April 23, 2002. <br /> <br />City Council/April 16, 2002 <br /> Page 1 of 3 <br /> <br /> <br />
