Councilmember Hendriksen requested that better colors be used on the map to better identify the
separate wards.

Councilmember Zimmerman stated that he felt that option 3 would be the best layout since ward
3 will be seeing significant growth in the future.

Mayor Gamec inquired if they had to establish the boundaries based on existing populations not
what future growth might be.

City Attorney Goodrich replied that that was correct.

City Administrator Norman reviewed the population percentages in the different options.

Mayor Gamec stated that option 4 should definitely be eliminated.

Councilmember Hendriksen stated that he thought there was an advantage to selecting the option
that was drafted for them by Mr. Poser to eliminate any suggestion that the wards were selected
for personal reasons.

City Attorney Goodrich inquired if the Council felt that option 2 showed contiguous territory.
Consensus of the Council was yes.

Councilmember Zimmerman expressed concern with option 2 because presently the population
numbers are similar, but that southern area is going to grow significantly.

Councihnember Kurak stated that she did not think that there was a significant amount of
difference between option 2 and option 3, but option 3 would provide for future growth.

Councilmember Zimmerman recommended option 3.

Councihnember Hendriksen recommended option 2.

Councilmember Anderson recommended option 2.

Mayor Gamec recommended option 2.

Motion by Mayor Gamec, seconded by Councilmember Kurak, to introduce the ordinance
establishing boundary lines for the City of Ramsey Ward System (Option 2).

Further discussion: Councilmember Hendriksen inquired as to how the written descriptions of
the ward boundary lines prepared. City Clerk Thieling replied that the City Engineer wrote the
descriptions. Councilmember Hendriksen requested that a second person verify that the written
description accurately depicts the map. City Administrator Norman replied that he would have
someone from the County review the descriptions.

City Council/April 16, 2002
