Principal Planner Trudgeon gave the Task Force an
update on the draft of the Town Center Zoning Districts. HE stated that staff has
been meeting with representatives of the Town Center LLC and the draft that the
Task Force has before them is a result of those meetings. Principal Planner Trudgeon
stated that there is still some work that needs to be done on the language but wanted
to bring the latest draft to the Task Force.

Principal Planner Trudgeon next introduced Loren Gordon, City consultant from
1t KGi to review the draft zoning districts. Mr. Gordon noted that the latest draft
looks at the Town Center area with a "finer grain" and therefore the latest drat
contains six sub-districts versus the previous version which had four. MR Gordon
reviewed the purpose statements of the zoning sub-districts and presented a map
showing where the sub-districts would be located on the Town Center development.

The Task Force discussed building height in TC-1 District. Concern was raised by
the Task Force that some buildings in the "core" may only be a couple of stories
where the City may desire to have taller buildings. Principal Planner Trudgeon noted
that we have minimum height standards in the TC-1 District and the Task Force
should look at those standards if there is concern. The Task Force discusses on
whether or not to require buildings that are constructed less than the maximum
allowable height be able to have future stories added on in the future. Principal
Planner Trudgeon noted that this may be a cost issue for the builder/developer. The
Task Force decided to maybe look at applying this standard to buildings that are less
than 3 stories.
