said the development would likely be incorporating more structured parking. There <br />was discussion of the current map in terms of a ¼-mile radius/walking distance from <br />the proposed station. Will Thompsen suggested some of the cold climate concerns <br />could be addressed through building placement and massing with attention paid to <br />wind patterns and sun exposure. Chair Hunter expressed concern about locating city <br />hall, the police department, and a cinema so close to the station. There was discussion <br />about the traffic generation of these uses and the possibility of leasing space within <br />the station to accommodate future demand for space once the rail is in. Principal <br />?lanner Trudgeon suggested Ramsey Town Center LLC representatives attend <br />another Task Force meeting to hear some of these comments firsthand. <br /> <br />3) <br /> <br />Town Center Zoning District Update. Principal Planner Trudgeon said staff would <br />be meeting with Ramsey Town Center LLC staff the following day to discuss the <br />latest plan. He added that LLC is considering builders and the maintenance structure <br />of the project, possibly a master association for the entire project with sub- <br />associations. There was discussion of the role of the City in maintaining the project. <br />Eric Watson raised a concern about possible problems should the project be sold to <br />another developer while still not entirely built: would a subsequent buyer be held to <br />the same standards as LLC? <br /> <br />There was discussion of the proposed Park-and-Ride as well as the Northstar corridor <br />project. The current Northstar Commuter Bus service may be slated for elimination; <br />Anoka County is exploring options for maintaining the service. Principal Planner <br />Trudgeon discussed the status of the Met Council LCDA grant for the construction of <br />Sunwood Drive, which has been tabled by the City Council. A major concern is the <br />ownership status of the land. He said property transfer typically comes around the <br />preliminary plat stage of the approval process. He discussed how the project might be <br />platted, and stressed the importance of having a "referral document" that addresses <br />the entire site, even if it is final platted in stages. <br /> <br />Chair Hunter said it made sense to have multiple builders worldng in the northern, <br />more residential portion of the site, but the central station area will require a high <br />level of cooperation to achieve a cohesive design. Principal Planner Trudgeon said he <br />hoped to bring a memorandum of understanding to the City Council in the near <br />lhture. <br /> <br />Meeting adjourned. <br /> <br /> <br />
